Russian strikes caused new power outages across seven Ukrainian regions on Nov 6, leaving the Kyiv area worst hit as President Volodymyr Zelensky blamed the capital’s prolonged electricity and water cuts on both the Russian campaign and city officials’ “failure to implement decisions at the city level on preparations for the heating season.” During a coordination call covering damage in Kyiv, Dnipro, Kharkiv, Odesa, Poltava, Cherkasy, Vinnytsia, Zhytomyr and Sumy, Zelensky said the Armed Forces of Ukraine are deploying designated units to help repair the grid while the government introduces extra monthly pay for energy, water, utility and railway restoration crews.
