The strike follows a September 20 attack on Gazprom Neft's Moscow Oil Refinery, which supplies 40% of Moscow's fuel and also halted operations. More than 70 attacks have targeted Russian refineries in 2026, pushing domestic refining output to its lowest level in 24 years. The Kuibyshev site had previously suspended operations in June due to earlier strikes.
