Ukraine implemented emergency power outages across Kyiv City, Kyiv Oblast and Dnipropetrovsk Oblast on top of existing rolling blackouts after Russia’s Defense Ministry confirmed an extensive overnight strike on the country’s energy grid. At the Prydniprovska Thermal Power Plant in Dnipro, a large fire broke out and sent up heavy smoke plumes after roughly 21 missiles hit the facility, comprising about 11 Kh-101 cruise missiles, six Iskander-M ballistic missiles and four KN-23 ballistic missiles. Two of the Kh-101s carried cluster warheads and nine carried high explosive warheads, while three missiles reportedly missed and landed north and east of the site.
