The expansion follows Houthi gains in western Yemen in September, including the capture of the city of Mocha and control of the Bab el-Mandeb Strait, a critical maritime route between the Red Sea and the Gulf of Aden. The government's mobilization was approved by parliament and announced by presidential leadership council head Rashad al-Alimi, with lawmakers citing threats to national security and acknowledging support from the Saudi-led Arab coalition. Houthis have controlled the capital, Sana'a, since 2014.
