France and Germany are already implementing a G7 agreement to release 100 million barrels of energy stocks. Germany is releasing up to 15 million barrels, while France is deploying 10 million barrels of diesel. TotalEnergies has committed to passing these savings to French consumers via a ~€0.10 per liter pump discount from Nov 1, 2026, to Jan 31, 2027. Combined European releases and a possible return of Russian diesel could halve the diesel deficit over the next 90 days.
