The shutdown follows a series of long-range strikes that reached targets 1,000 km behind the front line, including a petrochemical plant and Europe's largest crude storage hub at the Samara pumping station. The Samara facility, which blends the Urals export blend used for up to 50% of Russian oil exports, remained on fire as of October 4. The Volgograd plant had been previously targeted in seven separate attacks between August 2025 and July 2026.
