The pipeline restart follows a total shutdown on Sept. 10 that forced Aramco to provide zero crude allocations to European buyers in October. While the conduit has a 7M bpd capacity, the energy minister reported flows have recovered to 5.8M bpd. Poland's Orlen was hardest hit by the outage; as the producer typically provides 40% of its crude, Orlen purchased 16 additional cargoes from the UK, Norway, and other regions to cover the deficit. Europe generally imports 700,000 to 800,000 bpd of Saudi crude.
