Russia’s cabinet plans to extend its ban on diesel exports through the end of January 2027, with some exceptions for global markets, Deputy Prime Minister Alexander Novak said on Oct 30 after Ukraine resumed drone strikes on Russian energy infrastructure. Novak said Ukrainian forces attacked three oil refineries and a gas chemical complex after an earlier pause, claiming Russian air defenses held up and limited the impact to minor damage at one plant. The renewed strikes coincided with the expiration of monthly RBOB gasoline and ULSD diesel futures contracts.
Overnight Ukrainian drone strikes hit Rosneft’s Novokuibyshevsk oil refinery in the Samara region, more than 900 kilometers from the Ukrainian border. The facility, which has an annual processing capacity of about 8.8 million metric tons of crude oil and produces jet fuel and diesel, burned with at least 11 columns of smoke as fires broke out at its ELOU-AVT-9 and ELOU-AVT-11 primary processing units, storage tanks and two secondary processing complexes. Russian authorities said air defenses intercepted more than 1,000 Ukrainian drones overnight, while Kremlin aide Yuri Ushakov accused Kyiv of ignoring U.S. President Donald Trump’s requests to stop attacking refineries even as Russia struck Ukraine’s Kremenchuk refinery with more than 10 missiles.
