Zelenskiy told Reuters that hitting refineries which finance the war is a response to a "new doctrine" by Moscow to force residents out of cities through airstrikes on bridges and energy grids. Russia has already suspended diesel exports until November, while Ukraine has struck oil facilities in Samara and Volgograd over the past 24 hours.
