The strike followed six US requests to halt attacks on Russian refineries, which a US official told Axios Ukrainian President Volodymyr Zelensky had ignored before Trump reached the deal. Zelensky has offered to stop the attacks if Russia stops striking Ukraine’s energy infrastructure. A senior Ukrainian official told the Financial Times that Kyiv would continue its drone campaign: “We will burn their refineries.” Trump defended the agreement Friday, saying, “We need oil for the world. So we're very happy to get it.”
The US Treasury authorized Russian diesel transactions, including imports into the US, through April 7, 2027. Trump announced more than 300,000 metric tons immediately, 500,000 tons in November and 1 million tons afterward, with a further 3 million tons dependent on refinery conditions. Russia is immediately lifting its diesel export restrictions, Deputy Prime Minister Alexander Novak said, with exports increasing in November and December as refineries complete maintenance.
