President Volodymyr Zelenskiy announced on Oct. 9 that Ukrainian forces targeted the Omsk and Ukhta oil refineries in Russia. The strike on the Omsk facility on Oct. 8 sparked a large fire at the site and is the second hit on the plant this year. Operated by Gazprom Neft, the Omsk plant is the largest in the country, processing approximately 440,000 bpd and accounting for about 10% of Russia's total refining capacity.
