The Volgograd refinery has an annual capacity of 15.7M tonnes, accounting for roughly 5% of Russia's refining capacity. Located 300 km from the Ukrainian border and in operation since 1957, the plant has been targeted at least eight times since August 2025, including attacks on July 31, May 28, and February 11 of 2026. Ukraine stated these operations aim to reduce the economic and military potential of Russia.
