The targeting follows a ProPublica report alleging Collins helped steer $32M in naval funding to Navatek after its CEO, Martin Kao, funneled $150k to a pro-Collins super PAC through a shell company. FBI investigators believed they had sufficient evidence to launch a sweeping bribery probe in late 2024, but the investigation was terminated in 2025 after Donald Trump returned to office and purged anti-corruption units within the FBI and DOJ. Collins has called the allegations 'outlandish' and 'offensive,' stating that an earlier investigation by the Biden administration cleared her of wrongdoing and questioning the credibility of Kao, who was convicted of fraud and money laundering.
