A US official called the Oslo talks "very productive and constructive," saying Ukraine presented detailed proposals covering long term security guarantees, a postwar economic and prosperity plan, and a broader European security architecture. Zelenskyy said the written document Witkoff will share with Moscow outlines several security guarantee options and a proposal for a trilateral summit with Putin and US President Donald Trump, along with an offer to refrain from striking sensitive Russian energy sites if Moscow halts attacks on Ukraine's grid.
Following a 45 minute phone call with Secretary of State Marco Rubio and the meeting with Witkoff, Zelenskyy said US early warning intelligence on Russian ballistic missile launches is working again and he hopes Starlink and Starshield satellite services and Patriot interceptor deliveries will be resolved within 48 hours. Rubio denied any US directive to restrict intelligence sharing, attributing missed alerts during Russian strikes on Oct. 13 and Oct. 18 to a technical issue. Separately, Trump said Tuesday that he has spoken at length with Putin and asked him to release Stephen Hubbard, a 74 year old retired American teacher detained in 2022 and serving a six year and 10 month sentence in Russia.
