Russian President Vladimir Putin vowed that Moscow would respond to the renewed attacks on its refineries, though he claimed recent Ukrainian strikes had caused no significant damage. Ukrainian drones triggered a fire Thursday at Rosneft's Ryazan refinery southeast of Moscow, a plant that accounts for nearly 5% of Russia's refining throughput.
Zelenskyy ended a three day pause on targeting Russian energy and diesel infrastructure, saying Moscow had used the window to attack Ukrainian power plants while the US withheld early ballistic missile warnings and restricted Starlink access. "For three days, we didn't attack any of Russia's energy or diesel infrastructure. And for three days, they attacked us," Zelenskyy said, adding that Kyiv would require additional US-made Patriot interceptors as a "minimum" condition to consider another pause.
