The dispute follows a Russian offensive that hit 28 electrical substations and other critical energy facilities in a recent wave of strikes. Russia has attacked Ukraine's energy and oil sectors 76 times since Donald Trump announced an energy ceasefire one week ago, deploying nearly 2,700 drones, 1,700 bombs, and 66 missiles. Zelenskyy also noted that some air defense agreements remain unimplemented and vital supplies are delayed at the US Department of War level.
