The Russian government will continue to restrict diesel exports from its ports for the remainder of 2026, although it will grant select firms the right to send fuel to American buyers. This quota system is designed to allow Russia to meet a new export commitment to the US while keeping most of its diesel output focused on the domestic market, according to people familiar with the discussions.
The volume of permitted shipments will increase fourfold from October to reach 0.5 million barrels per day in November, a cap that Reuters reports may not be fully reached but would be sufficient to affect global fuel markets. The shift follows a period where US Energy Secretary Wright stated on Oct 27 that Russia was unable to export diesel, describing the easing of certain trade restrictions as a temporary measure.
