Ukraine’s National Police said allegations of torture, killings and illegal detention of servicemen at a National Guard house near Kyiv were unsubstantiated, while the Interior Ministry alleged the standoff may have been a Russian hybrid operation. Acting National Police Chief Maksym Tsutskiridze said 26 people were inside the Petropavlivska Borshchahivka building, four of whom received medical care, and that authorities identified 16 of the most active participants in the unrest.
