The US Treasury issued a temporary license allowing Russian diesel transactions, including imports into the US, through April 7, 2027. Trump announced supplies of more than 300,000 metric tons immediately, 500,000 tons in November and 1 million tons afterward, with another 3 million tons dependent on the condition of Russia’s refineries. Oil market researcher Rory Johnston put the November volume at 125,000 BPD, about a tenth of Russia’s usual exports when its refineries are not being attacked.
A senior Ukrainian official told the Financial Times that Kyiv would continue its drone strikes on Russian energy facilities. Zelensky has proposed a reciprocal halt to attacks on energy infrastructure, saying, “Ukraine will not set Russian oil refineries on fire if Russia does not destroy our energy infrastructure.” He criticized the sanctions relief, saying allowing Russia to sell petroleum products was “an investment in a war that must be ended, not prolonged.”
