The US Treasury license permits the sale, delivery and import of Russian diesel, including into the US, through April 7, 2027. Donald Trump said his agreement with Vladimir Putin calls for more than 300,000 tons immediately, 500,000 tons in November and 1 million tons immediately afterward. Another 3 million tons would follow depending on the condition of Russia’s refineries.
Ukrainian President Volodymyr Zelensky accused Washington of using his negotiating team as cover while it held ceasefire talks with US officials in Florida. “I believe they are simply using our team as a cover,” he said, calling the diesel agreement “a weak decision from strong partners.” A senior Ukrainian official said Kyiv would continue drone strikes on Russia’s energy facilities: “We will burn their refineries.” Zelensky has offered to halt refinery attacks if Russia stops destroying Ukraine’s energy infrastructure.
