The Treasury issued a license permitting Russian diesel transactions, including imports into the US, through April 7, 2027. Senator Jeanne Shaheen challenged the administration’s authority to permit those imports, saying Congress banned Russian energy imports in 2022. “The law mandates consultation with Congress and a formal review process. The Administration appears to have bypassed both,” she said.
Russia partially lifted its diesel export ban effective October 10, allowing 500,000 metric tons onto international markets under the Trump-Putin agreement. Russian oil companies will immediately begin contracting deliveries with foreign buyers in coordination with the government. Deputy Prime Minister Alexander Novak said the exports would not affect domestic consumers because production was sufficient to cover both markets.
