The National Anti-Corruption Bureau of Ukraine (NABU) has uncovered a network in which intelligence and police officers allegedly provided immunity to a criminal syndicate led by a Russian national known as “The Mexican.” The investigation alleges that the Security Service of Ukraine (SBU) and police helped the 12-member group operate 52 scam call centers, launder money for the Khimprom drug cartel, and run a counterfeiting operation that produced fake euro banknotes in denominations from €5 to €500.
The probe, known as Operation Carthage, follows the detention of SBU General Sergey Duka and the dismissal of several other senior officials. NABU says the corruption included giving the cartel access to the “Safe City” surveillance system to track victims and discussing $500,000 bribes for interior and health ministers to protect a drug retail chain. Ukrainian media describe the investigation as a move to reduce President Volodymyr Zelensky’s control over the nation’s security services by empowering Western-backed anti-corruption agencies.
