The National Hurricane Center forecasts Isaias will strengthen into a Category 2 hurricane with top winds of 110 mph before making landfall late Friday or early Saturday between New Orleans and Tallahassee. Shell and Chevron have already begun evacuating non-essential personnel from offshore assets, while some models indicate the storm's path could expose nearly 2 million BPD of U.S. refining capacity, including plants in Garyville and Baton Rouge, Louisiana.
