Estonia is lobbying for a ban on about 650,000 former Russian soldiers, with support from Poland and Sweden. The measures target a visa system that issued approximately 478,000 tourist permits to Russians last year, many of which allowed repeated entry. The Commission intends to present formal proposals in January 2027 and may also introduce tighter controls on Russian diplomats.
