Binance is reopening withdrawals in phases for dozens of assets across nine networks—BSC, Ethereum, Solana, XRP, Sui, Arbitrum, Optimism, TRX and Base—starting at 04:00 UTC on Nov 3, prioritizing tokens based on user demand over the past week. The rollout follows the exchange’s restoration of fiat withdrawals for USD, AED, VND, PHP and IDR as it recovers from last week’s $6.3 billion hack.
Founder Changpeng Zhao said Binance allocated 100% of the funds needed to cover the stolen assets from its own balance sheet without borrowing, selling assets or raising capital, with 95% already replenished and the remaining 5% awaiting conversion into less liquid tokens. Customers pulled a net $3.64 billion during Sunday’s initial reopening, or 2.1% of the exchange’s $171 billion in total assets, before net outflows since Sunday reached $4.7 billion. Binance also completed a zero-knowledge proof for its Oct 31 proof of reserves snapshot so users can verify 1:1 backing across 10 tokens—BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC—ahead of another snapshot on Nov 4.
