Oetken also restricted transfers without further court approval to facilities within the Southern or Eastern Districts of New York or the District of New Jersey. The order remains in effect unless the judge assigned to the case changes or lifts it. Homeland Security Secretary Markwayne Mullin said Belgal had been moved to a secure facility outside New York but declined to disclose its location.
City officials said an ICE officer fired at least seven rounds into Belgal's car during the arrest attempt in Marble Hill, wounding him while his 5-year-old son remained physically unharmed in the back seat. ICE alleged that Belgal struck two agency vehicles and accelerated toward officers. DHS described him as a Dominican national in the US illegally with a grand larceny conviction and alleged gang ties. The shooting remains under investigation.
