Moscow and Washington have started negotiating a schedule for a summit in the United Arab Emirates to resolve the war in Ukraine, according to the Kremlin. The upcoming meetings in Abu Dhabi, which will include representatives from Russia, the U.S. and Ukraine, are slated for November. Russian officials noted that the agreement to resume diplomacy does not require a ceasefire or impose any limits on military operations by either Moscow or Kyiv.
The summit is expected to take place after the U.S. midterm elections on Nov 4, following earlier Russian warnings that volatility in the Middle East could delay the timeline. The negotiations will exclude European representatives, whom Russian aide Yuri Ushakov said have no place at the table. The diplomatic effort focuses on a postwar framework that may include the creation of demilitarized zones in the Donbas and the return of American oil companies to Russian projects, such as the Sakhalin-1 energy venture.
