The developer of ChatGPT has avoided publicly disputing the sale of advanced AI chips to China to prevent jeopardizing its access to essential hardware. This relationship is tied to a deal in which Nvidia guaranteed more than $100 billion in leases for OpenAI’s Ohio data center, a financial commitment that has led the AI firm to modify its stances on export controls to avoid angering the chipmaker’s leadership.
Nvidia has also targeted Washington think tanks to shape U.S. chip policy, using donor status and direct pressure from its government affairs staff to challenge research that supports tighter restrictions. In 2023, the company attempted to sideline Greg Allen, then director of the AI policy arm at the Center for Strategic and International Studies, over his advocacy for export controls. While Allen left the think tank earlier this year, current policymakers say the company’s claims regarding China’s domestic chip capabilities have cost it credibility in Washington.
