OpenAI has committed to publishing its construction plans and seeking feedback from local residents before breaking ground on new computing facilities. Under a new “National Community Compact,” the company will pay the total electricity expenses for all data centers it owns and operates, and it will stop signing nondisclosure agreements with public officials to increase transparency regarding local noise and water impacts.
The shift in strategy comes after 40 of 41 local ballot measures in 10 states recently rejected or backed restrictions on the development of data centers. OpenAI is now urging lawmakers to make these transparency and cost-bearing commitments mandatory for all companies building AI infrastructure.
