Belgal, 28, was wounded in the neck during an arrest attempt Thursday in Marble Hill while his 5-year-old son sat unharmed in the back seat. City officials said an ICE officer fired at least seven rounds into the car. ICE officials alleged Belgal rammed two agency vehicles and accelerated toward officers, prompting them to fire. DHS says the Dominican national has a grand larceny conviction and alleged Trinitarios gang ties. The FBI and Homeland Security Investigations are investigating.
Homeland Security Secretary Markwayne Mullin rejected calls from Mayor Zohran Mamdani and Governor Kathy Hochul to halt ICE operations after the shooting, which sparked protests. “No, we're not putting a pause on enforcement,” Mullin said. DHS said Belgal had been moved to detention outside New York because of his criminal history and flight risk.
