Police Commissioner Jessica Tisch said Belgal was pulling into a parking space when a plainclothes federal officer approached with a gun drawn. Belgal began moving the car forward, and at least one officer fired seven rounds, striking him below his left ear, she said. ICE officials alleged he rammed two agency vehicles and accelerated toward officers, who fired because they believed lives were in danger.
Homeland Security Secretary Markwayne Mullin said agents did not know the child was inside. “We weren’t aware the child was in the car I can tell you that,” he said. Mullin also confirmed that the ICE agents' body cameras were on during the encounter. The FBI and Homeland Security Investigations are investigating the shooting.
