The remarks follow an Oct. 8 incident where the China Coast Guard blocked the emergency medical evacuation of a Navy sailor from the BRP Sierra Madre at Ayungin Shoal. The Philippine Coast Guard reported that Chinese vessels delayed the rescue by nearly 10 hours using water cannons and dangerous maneuvers. China denied the accusations and accused the Philippine Coast Guard of misleading the public. Marcos said the event would be part of negotiations for a binding Code of Conduct for South China Sea claimants.
