Russian forces struck power plants in Kyiv and Kharkiv after Trump’s announcement, Ukrainian President Volodymyr Zelensky said. The Kyiv attack caused power outages in several districts. Zelensky initially told Axios, “The ceasefire announcement was news for me,” but later endorsed a reciprocal halt to energy strikes and said Ukraine’s armed forces had received the appropriate orders. Kyiv is awaiting details from Washington.
The Trump administration is also threatening to halt PURL, the NATO managed system through which Ukraine’s allies buy American weapons for Kyiv, to pressure Ukraine to stop striking Russian energy infrastructure, European officials told the Financial Times. PURL is Ukraine’s main source of Patriot interceptors. The White House declined to confirm or comment on the calls to European capitals. Separately, a US official denied a Ukrainian official’s allegation that envoys Steve Witkoff and Jared Kushner had threatened an intelligence cutoff during talks in Miami.
