Tropical Storm Rachel is forecast to move over the U.S.-Mexico border this weekend as a weak tropical storm or depression. The system could bring 2-3 inches of rain and 5-6ft surf to Orange County, dropping October temperatures by more than 20 degrees. Further inland, the storm may drench the Mojave Desert, create tornado risks in Arizona, and bring squalls to parts of Utah.

Ocean water has flooded streets and storefronts along the Balboa Peninsula in Newport Beach and breached a bulkhead in Long Beach, leaving nearby homes inundated. The NOAA National Hurricane Center responded by issuing a Tropical Storm Watch for coastal Southern California, including the city of San Diego. This is only the second time the agency has ever issued such a watch for any part of California, with the first occurrence being Tropical Storm Hilary in 2023.
