Treasury issued a temporary license allowing Russian diesel transactions, including US imports, through April 7, 2027. Trump announced more than 300,000 metric tons in immediate supplies, another 500,000 tons in November and 1 million tons thereafter, with a further 3 million tons dependent on refinery conditions. Russia partially lifted its diesel export ban effective Oct. 10, permitting 500,000 metric tons onto international markets at this stage.
Former Vice President Mike Pence urged Trump to rescind the agreement immediately, saying America should not throw a lifeline to Putin’s war effort. Former British Prime Minister Boris Johnson called the sanctions relief “sickening” and disputed Trump’s blame of Ukraine for higher fuel prices, pointing instead to the closure of the Strait of Hormuz.
