Military personnel from other US states, territories, and Washington, DC are prohibited from entering California for law enforcement or military duties without the governor's explicit permission. The measure, identified as Senate Bill 1354, was approved by Gavin Newsom on Sept. 19 and includes exemptions for certain federally authorized forces and military activities.

The law closes a legal loophole that previously allowed other states to deploy military forces under Title 32 at the suggestion of the President. This legislation follows a year of National Guard politicization, which included deployments in Los Angeles by President Trump.
