Civil-rights groups, the American Immigration Lawyers Association, and state attorneys general challenge the slowdown as arbitrary and contrary to the Immigration and Nationality Act. Courts are likely to narrow at least some parts of the program if DHS cannot show individualized reasons for mass delays.
