Sanctions Setback Returns

U.S. sanctions policy becomes the binding constraint again if Washington concludes that Caracas has not met political or electoral commitments. This does not necessarily reverse Chevron’s position immediately, but it raises the risk that smaller operators such as Pacific Coast Energy cannot proceed on schedule.
