Reyes has scheduled an Oct. 19 evidentiary hearing requiring sworn testimony from Interior Department Deputy Chief of Staff Gregory Wischer and National Park Service official Jessica Bowron on who authorized cutting down 430 of 729 trees slated for removal after the government notified the court at 4:55 p.m. on the Friday before a holiday weekend. In a 21 page opinion blocking further tree cutting through Oct. 26 and requiring three business days' written notice before any permanent course modifications, Reyes questioned the government's claim of routine landscape restoration, writing that it was a "coincidence, the government seems to suggest, that (they) cut down 100s of trees at the course weeks after the President asked the department to cut down trees at the Course and not, say, any other time in the last 7 years."
