The Trump administration shifted these resources from a $177 million Democracy Fund to targets including the preservation of "Western civilizational norms" and the alleged persecution of Christians in Nigeria, according to a source familiar with the matter who spoke to CNN.

Senator Jeanne Shaheen attempted to block 10 proposed grants totaling $22 million, but Rubio authorized the obligations before the funding expired. One such allocation is a $5 million grant for a European "civilizational alliance" intended to promote national sovereignty, political competition and freedom of expression.
