Civil-rights and privacy plaintiffs quickly challenge the passport-record sharing plan under the Privacy Act, the Administrative Procedure Act, and election-law theories. Given the short runway to the midterms and the existing NAACP litigation over federal poll agents, courts are likely to impose at least temporary limits before records are widely distributed.
