Russian Authorities Commit 89% of 1,004 UN Documented Sexual Violence Cases in Ukraine

A new international investigation identified a pattern of conflict related sexual violence in Ukraine from February 24, 2022, through July 2026. The United Nations documented 1,004 instances of these crimes, attributing 89% to Russian military personnel, the FSB, and prison system employees. The remaining 11% were linked to Ukrainian authorities, with victims including 16 children as young as 4 years old.

Most victims were men, specifically prisoners of war and civilians held in detention where sexual violence was used for torture and coercion. The UN had no access to Russian occupied territories, which may leave a higher number of cases undocumented. Russia's armed forces are currently featured on the UN Secretary-General's "list of shame" for these acts.
