The earlier decrees included rent caps, protection against eviction for vulnerable tenants until 2030, automatic renewal of rental contracts and limits on corporate home purchases. Congress rejected both on October 2, with the Popular Party, Vox and Junts opposing them. Prime Minister Pedro Sánchez subsequently called an early election for November 29.
The housing measures followed nationwide protests sparked by the eviction of 87-year-old Maricarmen Abascal from her longtime Madrid home. She reached a deal with the property owners allowing her to return, but protesters have continued camping in central Madrid to demand action on housing costs and stronger tenant protections.
