OpenAI senior leaders discussed Wednesday whether to reset the company’s 2027 data center capacity expectations after Democratic candidates campaigning on construction pauses won governorships in key states, the Wall Street Journal reported. OpenAI’s planned buildout includes Stargate campuses in Texas and Ohio—where developer SB Energy warned delays at an 8 GW site could leave builders paying interest on unleased facilities—and the 3.2 GW Project Camellia in Georgia. Those three states, which account for more than 40% of planned US data center capacity, all elected Democratic governors backing new restrictions or moratoriums, though 87.5% of Ohio’s 2027 pipeline is already under construction.
