Ural's forces were implicated in the May 2013 Baniyas and al-Bayda massacres where hundreds of civilians, including infants, were executed using fire, clubs and knives. The operation is part of a wider campaign by the current Syrian administration to prosecute figures from the Assad era for war crimes, including the earlier capture of Ural's deputy, Jamal Traboulsi. News of the detention triggered public celebrations in Latakia.
