Ukrainian President Volodymyr Zelensky said Ukraine refrained from attacking any Russian energy facilities overnight because of Trump’s announcement Sunday, while Russia continued striking Ukrainian gas and power infrastructure. He reported attacks on six energy facilities Monday and 33 people wounded across the country. Kyiv remains willing to halt strikes if Moscow reciprocates. Kremlin spokesman Dmitry Peskov said contacts on a possible energy ceasefire were continuing but declined to clarify its scope.
A White House official told Axios that Trump’s announcement referred to a potential “refinery for refinery” deal, with a broader halt to attacks on power plants and electricity grids possible later. Zelensky said Ukraine has only one refinery, badly damaged by Russian attacks, and needs protection for its electricity system in exchange for stopping strikes on Russian diesel infrastructure. The proposal follows Washington’s temporary sanctions waiver for Russian diesel, which Trump defended Monday, writing, “I made the right choice for the American People.”
