Senate Majority Leader John Thune pushed the combined bill to force Democrats to take a public stance on voter ID before the midterm elections. Senate Minority Leader Chuck Schumer called the identification requirement a "poison pill" and accused Republicans of pursuing political points. Democrats further argued the ban was insufficient because it allowed lawmakers to retain existing assets and exempted the President. The measure had previously passed the House with the support of 13 Democrats.
