Russia’s diesel and gasoil exports fell to 190,000 BPD in the third quarter from 690,000 BPD in the second and 850,000 BPD in the first, Vortexa data show. Russia also imported fuel to address domestic shortages, including 150,000 barrels of diesel delivered to Vysotsk on Oct. 7. Treasury’s new license authorizes Russian diesel transactions, including imports into the US, through April 7, 2027.
Meanwhile, Ukraine’s negotiating team cut its Miami visit short after President Donald Trump’s diesel agreement with Vladimir Putin derailed the talks, the Financial Times reported. The newspaper said Steve Witkoff and Jared Kushner raised the possibility of cutting intelligence sharing unless Kyiv halted refinery strikes; a US official denied that such a threat was made. A senior Ukrainian official told the FT, “We will burn [Russian] refineries.” US envoy Witkoff described the talks as productive, covering winter energy resilience, grain exports, security guarantees and reconstruction.
