DOJ Dismantles $250 Million Nursing Diploma Fraud Ring With 100% Conviction Rate

Federal prosecutors charged 43 individuals in a scheme that produced and sold thousands of fraudulent nursing certifications through South Florida diploma mills. The fraud network generated between $220 million and $250 million by selling roughly 15,000 diplomas primarily to Haitian immigrants. Buyers paid $10,000 to $20,000 per credential to obtain licenses and secure jobs in Florida, New York, and Canada, as well as at Veterans Affairs facilities.

The US Department of Justice achieved a 100% conviction rate for all defendants charged in the investigation known as Operation Nightingale. State regulators are now revoking the professional licenses of those who used the fake credentials to practice nursing. Operators of the network spent the fraud proceeds on luxury cars, designer clothing, and vacations.
