The mayor, who has been imprisoned for nearly 2 years, released a digital deepfake of himself to address the people of Albania's capital while maintaining his official role from behind bars.

The unconventional governing arrangement comes during a period of rapid leadership shifts across the Balkans. Kosovo recently elected its first Catholic president, and Serbia appointed its first lesbian president, while Bosnia elected 3 presidents, including 2 women.
